SONCAP是Standards Organization of Nigeria Conformity Assessment Programme的縮寫。SONCAP證書是管制產(chǎn)品在尼日利亞海關(guān)辦理通關(guān)手續(xù)的法定必備文書，缺少SONCAP證書將造成管制產(chǎn)品通關(guān)遲延或被拒絕進(jìn)入尼日利亞國內(nèi)市場。特別需要注意的是，SONCAP適用于管制產(chǎn)品，尼日利亞政府規(guī)定的其他進(jìn)口手續(xù)依舊有效。

Examples include, but are not limited to, household appliances, IT products, communication products, lighting products, audio-visual products;

5.Motor vehicle batteries;
6.Gas Appliances;
7.Toys;
8.Certain galvanised steel products;
9.Food and Food Products;

強(qiáng)制清單產(chǎn)品，以提供HS編碼來確認(rèn)其產(chǎn)品是否在管制產(chǎn)品之內(nèi)。
根據(jù)尼日利亞****的進(jìn)口要求，為了使進(jìn)口商品得以清關(guān)，進(jìn)口商需要為每票管控產(chǎn)品提供以下文件：
由Cotecna 出具的產(chǎn)品證書(PC)；
由Cotecna出具的SONCAP證書(SC)。
要獲取CoC證書，首先必須要有一個(gè)有效的產(chǎn)品證書（PC）。這個(gè)PC證書用于開具Form M, Form M 是用于申報(bào)產(chǎn)品進(jìn)入尼日利亞境內(nèi)的。下面是3個(gè)獲取PC證書的方案：
出口商可以通過Cotecna的以上3個(gè)認(rèn)證途徑中的一個(gè)途徑獲得產(chǎn)品證書（PC）以及SONCAP證書（SC）。SON制定這三種不同的認(rèn)證途徑作為SONCAP項(xiàng)目下管控產(chǎn)品的符合性評(píng)估程序：
途徑A：未注冊(cè)或未許可產(chǎn)品
適用于不經(jīng)常出貨的出口商。
途徑B：注冊(cè)產(chǎn)品
適合已在方案A中獲得符合性認(rèn)證的基礎(chǔ)上升級(jí),或者經(jīng)常出貨的出口商/生產(chǎn)商。
途徑C：許可產(chǎn)品
適合需經(jīng)常出貨的生產(chǎn)商,或已在方案B中獲得滿意的符合性評(píng)定的基礎(chǔ)上升級(jí)。
